Genting Energy has successfully achieved its Initial Utilization Drawdown and started construction works for its Banten 1 x 670MW project in Indonesia.
The Banten IPP Project reached financial close on December 6, 2013, signing within approximately six months of kick-off and closing within seven months of signing.
As with other IPPs, it has a 25-year PPA with Indonesia’s state electricity utility PT PLN. However, unlike other IPPs, it has no Government of Indonesia letter of support guaranteeing PLN’s obligations under the Power Purchase Agreement (PPA). This makes it a precedent-setting transaction, being the first IPP in Indonesia financed in the international debt markets without the provision of any Government support, signalling the achievement of a major milestone for the Indonesian power sector.
The total project cost of the Banten IPP is US$998 million and the debt amount is US$730 million divided into an 11.5-year US$504 million commercial bank tranche, a 17-year US$200 million Malaysian Exim Bank tranche; and a one-year US$26 million revolver as working capital.
